(1') When he conquered the land of Zabšali and the (other) Šimaškian lands, then for ..., ..., the powerful king, king of Urim, king of the four quarters, fashioned an image of the billy goat brought to him as a diplomatic gift of Anšan. He dedicated it to him for his well-being.
